The Commerce Department upheld its preliminary finding to recognize a name change for an Indian company for the purposes of antidumping duties on finished carbon steel flanges from India (A-533-871). The agency preliminarily found BFN Forgings Private Limited to be the successor-in-interest to Bebitz Flanges Works Private Limited, in the preliminary results of a changed circumstances review released June 3. The agency found that BFN continues to operate as the same business entity other than the change in name. Commerce said BFN will inherit the AD duty rate assigned to Bebitz, currently zero percent.
The International Trade Commission issued a general exclusion order on imported toner supply containers, following a Section 337 investigation (ITC Inv. No. 337-TA-1260), it said in a Federal Register notice to be published July 26. The investigation followed an April 2021 complaint by Canon, which alleged infringement of 13 of its patents (see 2104120011). The ITC conducted two separate investigations with different sets of respondents and narrowed the scope to three of the patents. Following an initial determination in March by Administrative Law Judge Mark Cheney, the commission sought public comment (see 2203210002) before deciding on a general exclusion order prohibiting unlicensed entry of certain toner supply containers and components, along with cease and desist orders against Digital Buyer Marketing, Do It Wiser, TopInk, Sichuan XingDian, Sichuan Wiztoner, Yatengshang, ChengDuXiang and Erlandianzishang.

The Commerce Department on issued the final results of the antidumping duty administrative review on citric acid and certain citrate salts from Thailand (A-549-833). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered July 1, 2020, through June 30, 2021.
The Commerce Department is amending the final results of an antidumping duty administrative review on heavy walled rectangular welded steel pipes and tubes from Mexico (A-201-847) to correct a duty calculation for Productos Laminados de Monterrey S.A. de C.V. (Prolamsa), dropping its AD rate to 0.89%, for importers of subject merchandise for entries Sept. 1, 2017, through Aug. 31, 2018.
