The Commerce Department on Dec. 9 released a countervailing duty order on mobile access equipment from China (C-570-140). The order sets permanent countervailing duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will begin conducting annual administrative reviews, if requested, to determine final assessments of CV duties on importers and make changes to cash deposit rates.

The Commerce Department is extending until Feb. 28, 2022, the deadline for its preliminary determination in the countervailing duty investigation on freight rail coupler systems and certain components thereof from China (C-570-144), it said in a notice released Dec. 8. The preliminary determination had been due by Dec. 23 (see 2110220029). The agency decided to postpone after the petitioner that requested the investigation, the Coalition of Freight Coupler Producers, asked for an extension. Cash deposits of estimated CV duties can be collected only after the preliminary determination, although cash deposits can be made retroactive 90 days from the preliminary determination if Commerce finds “critical circumstances.”
The Commerce Department is again amending the final results of its 2017-18 antidumping duty administrative review on frozen warmwater shrimp from India (A-533-840), after an earlier notice incorrectly identified companies with cash deposit rates affected by a recent Court of International Trade decision (see 2109290030). Commerce now says the cash deposit rate for Calcutta Seafoods Pvt. Ltd. and its affiliates Bay Seafood Pvt. Ltd. and Elque & Co. will fall from 110.9% to 6.13% as a result of the court decision, as recalculated from rates set in the final results, issued in 2019 (see 1910280007). The new rate will apply to subject merchandise entered on or after Dec. 9, 2021.

These final results will be used to set final assessments of AD duties on importers for subject merchandise entered July 1, 2019, through June 30, 2020.

The Commerce Department released the final results of the antidumping duty administrative review on circular welded carbon steel pipes and tubes from Thailand (A-549-502). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered March 1, 2019, through Feb. 29, 2020.
The Commerce Department on Dec. 7 released its quarterly list of (i) completed antidumping and countervailing duty scope rulings and (ii) anti-circumvention determinations. The following list covers completed scope rulings for the period July 1, 2021, through Sept. 30, 2021:
