Thailand Circular Welded Pipe: Final Results of AD Admin Review

The Commerce Department released the final results of the antidumping duty administrative review on circular welded carbon steel pipes and tubes from Thailand (A-549-502). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered March 1, 2019, through Feb. 29, 2020.

For exporters of subject merchandise that were not under review (i.e., all except the 27 companies listed in the table below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate of 15.67% applies.

New Cash Deposit Rates Take Effect Dec. 8

For entries on or after Dec. 8, the date these final results are scheduled to be published in the Federal Register, Commerce is setting new AD duty cash deposit rates for the following companies:

No shipments. Commerce determined that Blue Pipe Steel Center and K Line Logistics (Thailand) Ltd. had no exports to the U.S. during the period of review, so these companies' rates will not change. Any entries under their case numbers will be liquidated at the “all-others” rate.

Assessment Rates for Entries March 2019 - February 2020

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between March 1, 2019, and Feb. 29, 2020. The agency will assess rates on entries from Saha Thai during that period at importer-specific rates, and on the other companies under review at the rates listed above.
