The Commerce Department issued the final results of its countervailing duty administrative review on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (C-570-980). These final results will be used to set final assessments of CV duties on importers for entries between Jan. 1 and Dec. 31, 2019.

The International Trade Commission won't review an initial determination by Judge David Shaw that removed the final remaining respondent in a Section 337 investigation on imported mobile phones, PCs and TVs (ITC Inv. No. 337-TA-1284). The case concerned several companies that allegedly infringed patents held by Bell Northern Research. In its Sept. 27 complaint, Bell Northern said mobile devices, televisions and personal computers from Lenovo, TCL, BLU, BBK, HMD and Sonim copy Bell Northern’s patented technologies (see 2111010024). Various respondents settled with Bell Northern and were subsequently removed from the investigation. As the final remaining respondent, BLU with its settlement with Bell effectively ended the case in May before the commission's formal termination.
The International Trade Commission is asking for public interest statements in an ongoing Section 337 case involving imported remote controls and televisions (ITC Inv. No. 337-TA-1263). The case involves allegations that imports of TVs and remote controls infringe on patents held by Roku, which in its April 2021 complaint said that the products from Universal Electronics, Inc., LG, Samsung, Charter, Altice and Wideopenwest infringe on two of its patents for programming universal remote controls (see 2105120022). Roku asked the ITC for a limited exclusion order and cease and desist orders banning importation and sale of infringing products.

The Commerce Department looks set to recognize a name change for a Indonesian company for the purposes of antidumping duties on monosodium glutamate from Indonesia (A-560-826). The agency preliminarily found PT. Daesang Ingredients Indonesia to be the successor-in-interest to PT. Miwon Indonesia, in the preliminary results of a changed circumstances review. The agency preliminarily found PT. Daesang continues to operate as the same business entity other than the change in name. If Commerce confirms its finding in the final results, PT. Daesang may inherit the AD duty rate assigned to PT. Miwon, currently 1.6%.
The Commerce Department is setting a new exemption for rectangular wire from antidumping and countervailing duties on aluminum extrusions from China (A-570-967/C-570-968), it said in a notice announcing the final results of a changed circumstances review. The agency will direct CBP to end suspension of liquidation and cash deposit requirements effective for entries on or after Jan. 1, 2021, for countervailing duty purposes, and on or after April 30, 2021, for antidumping duty purposes. Commerce also will add the following language to the scope for the exemption:
