On November 4, 2011, the ITA published its preliminary affirmative antidumping duty determination that galvanized steel wire from China is being, or likely to be, sold in the U.S. at less than fair value (A-570-975). The preliminary determination found AD rates of 76.34% to 235%. CBP subsequently issued a message on the November 4 rates, reducing some for the export subsidies found in the companion countervailing duty investigation (most rates were reduced by either .09% or .16%). The International Trade Administration is giving advance notice that it and the International Trade Commission will consider revoking the antidumping duty orders on corrosion-resistant carbon steel flat products from Germany (A-428-815) and Korea (A-580-816) and the countervailing duty order on such product from Korea (C-580-818) in their automatic five year sunset reviews of these orders, which are scheduled to be initiated in January 2012.
The International Trade Administration and International Trade Commission are initiating an automatic five-year sunset review to consider revoking the antidumping duty orders on foundry coke from China (A-570-862) and stainless steel bar from Brazil (A-351-825), India (A-533-810), Japan (A-588-833), and Spain (A-469-805).
The International Trade Administration is announcing the opportunity to request administrative reviews by January 3, 2012 for 23 antidumping orders and six countervailing duty orders for certain countries, products and review periods. Affected items include various steel products, pencils, honey, etc.
The International Trade Administration is partially revoking the AD duty order on stainless steel sheet and strip in coils from Korea (A-580-834) due to its determination under Section 129 of the Uruguay Round Agreements Act regarding “zeroing” (disregarding non-dumped sales transactions in the margin calculation). The partial revocation is effective November 16, 2011 and is expected to be implemented by U.S. Customs and Border Protection soon.
