China Galvanized Steel Wire: Update on Export Subsidy Offset for Amended Prelim AD Determination

On November 4, 2011, the ITA published its preliminary affirmative antidumping duty determination that galvanized steel wire from China is being, or likely to be, sold in the U.S. at less than fair value (A-570-975). The preliminary determination found AD rates of 76.34% to 235%. CBP subsequently issued a message on the November 4 rates, reducing some for the export subsidies found in the companion countervailing duty investigation (most rates were reduced by either .09% or .16%). ITA Amended Prelim Rates, but They Do Not Reflect CV Export Subsidy Offset

On November 29, 2011, the ITA published an amended preliminary determination in order to correct certain ministerial errors, resulting in AD rates different from the Nov 4 rates for many. However, the ITA's Nov 29 rates do not reflect the reduction for the CV export subsidies.

Upcoming CBP Message Expected to List Amended AD Rates as Reduced by Export Subsidies

CBP is expected to issue a message announcing the amended AD deposit/bond rates no sooner than five days after Nov 29. ITA officials have stated by phone that the rates in CBP’s message should reflect the same reduction for the CV export subsidies (.09% or .16%) as in CBP’s message on the ITA’s original Nov 4 AD deposit/bond rates.
