The International Trade Commission voted on Nov. 8 to begin a Section 337 investigation into imports of handheld magnifiers that allegedly infringe Freedom Scientific’s patents. In its Sept. 26 complaint, Freedom Scientific alleged a Chinese company and its U.S. sales agent are importing and selling the allegedly infringing handheld magnifiers, which are used by people with poor vision to enlarge materials for easier viewing or reading. The patented technology allows for more portable and versatile magnifiers by including a camera that displays enlarged images on a screen for easy viewing. Freedom Scientific is requesting a limited exclusion order and a cease and desist order banning import and sale of the allegedly infringing devices. The International Trade Commission voted on Nov. 7 to begin an investigation on whether imports of vision-based driver assistance system cameras infringe patents held by TRW Automotive, in violation of Section 337. TRW filed its complaint Sept. 20, targeting imports by Magna Electronics. It is asking for a limited exclusion order and a cease and desist order barring import and sale of the allegedly infringing merchandise.
The International Trade Commission began on Nov. 6 a Section 337 patent investigation on imports of marine sonar imaging devices. Navico Holding filed a petition on Sept. 30, alleging imports of marine sonar imaging devices from two companies infringe its patents. The products under investigation are sonar devices that use one or more transducers to provide high-resolution images of the area beneath a watercraft, including to locate fish over a wider area, said the ITC. Navico is requesting limited exclusion orders and cease and desist orders banning import and sale of infringing devices by the following respondents:

The Commerce Department issued the final results of the antidumping duty administrative review on solid urea from Russia (A-821-801). The agency continued to find a zero AD rate for MCC EuroChem, the only respondent. Commerce will direct CBP to liquidate period of review entries of subject merchandise from MCC EuroChem without regard to AD duties, and will not collect a cash deposit on future entries of subject merchandise exported by MCC EuroChem until further notice. The new rate is effective Nov. 12, and will be implemented by CBP soon.
The Commerce Department began on Dec. 7 antidumping duty investigations on non-oriented electrical steel (NOES) from China, Germany, Japan, South Korea, Sweden and Taiwan, and countervailing duty investigations on NOES from China, South Korea and Taiwan. The investigations were requested in late September by AK Steel, alleging dumped and subsidized imports from these six countries are cutting into domestic market share, sales, and revenue (see 13101707). NOES is a steel product used in the production of large and small motors, generators, lighting ballasts, and ignition coils.

The Commerce Department issued the preliminary results of its antidumping duty new shipper review on fresh garlic from China (A-570-831) for Shijiazhuang Goodman Trading Co., Ltd. The agency calculated a preliminary AD rate of $0.44/kg for merchandise produced by Jinxiang Zhongtian Business Co., Ltd. and exported by Goodman These preliminary results are not in effect. Commerce may modify them in the final results of this review and change the estimated AD cash deposit rate for this company.
