The International Trade Commission will launch a Section 337 investigation into allegations that imports of integrated circuits and chipsets from MediaTek, which are also used in Amazon, Belkin and Linksys products, the ITC said in a notice released Dec. 6. In its underlying complaint, NXP said models of Amazon’s Echo Dot, Echo smart displays and Fire media players include the infringing chips, as well as Linksys and Belkin routers (see 2111050030). The ITC will consider whether to issue a limited exclusion order and cease and desist orders banning importation and sale of infringing products by the following respondents to its investigation:

The Commerce Department on Dec. 6 issued the preliminary results of its antidumping duty administrative review on circular welded non-alloy steel pipe from South Korea (A-580-809). After Commerce preliminarily found that subject goods from South Korea were sold at prices below normal value, the agency preliminarily set AD duty rates for all 24 producers and exporters under review, except HiSteel, which had no shipments of subject goods during the review period. Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from these producers and exporters that was entered November 2019 through October 2020.
The Commerce Department on Dec. 6 released the preliminary results of its antidumping and countervailing duty administrative reviews on forged steel fittings from China (A-570-067/C-570-068). The agency calculated an AD duty rate of 0.51%, and a CV duty rate of 13.39% for Both-Well (Taizhou) Steel Fittings Co., Ltd., the only company remaining under review. In the final results of this review, Commerce will set AD duty assessments for subject merchandise from Both-Well entered Nov. 1, 2019, through Oct. 31, 2020, and CV duty assessment rates for entries Jan. 1, 2019, through Dec. 31, 2019. Any changes to cash deposit requirements would take effect upon publication of the final results in the Federal Register.

The Commerce Department on Dec. 3 released the preliminary results of a countervailing duty administrative review of steel concrete reinforcing bar from Turkey (C-489-819). Commerce will assess CV duties on importers at the rates determined in the final results of this review for subject merchandise entered during the period Jan. 1, 2019, through Dec. 31, 2019.
The Commerce Department on Dec. 3 released antidumping duty orders on utility scale wind towers from India and Malaysia (A-533-897, A-557-821), and a countervailing duty order on utility scale wind towers from India (C-533-898). The orders set permanent antidumping and countervailing duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CV duties on importers and make changes to cash deposit rates.
The Commerce Department is setting new countervailing duty cash deposit requirements for imports of urea ammonium nitrate solutions (UAN) from Trinidad and Tobago (C-274-809) and Russia (C-821-832), after finding illegal subsidization of the sole known producer/exporter of UAN from Trinidad and Tobago and of producers and exporters from Russia in the preliminary determinations of its CV duty investigations on subject goods. Suspension of liquidation and cash deposit requirements will take effect for entries on or after Dec. 3, the date that the preliminary determination is published in the Federal Register.
