The Commerce Department is creating another new exemption for off-grid panels from antidumping and countervailing duties on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (A-570-979/C-570-980), it said in the final results of a changed circumstances review released Dec. 16. Commerce continued to find “substantially all” U.S. producers of solar cells, including original petitioner SunPower Manufacturing, do not oppose Source Global's request to create the exemption. The agency will add the following exemption to the scope of the AD/CVD orders:
The Commerce Department is amending its preliminary determination in the antidumping duty investigation on raw honey from Brazil (A-351-857). Rates for all Brazilian exporters except Melbras will fall, after Commerce corrected a calculation error for Apiario Diamante in its original preliminary determination. Nike seeks a Section 337 import ban on Adidas footwear that allegedly infringes its patented technology for manufacturing knit textile footwear components, it said in a complaint filed with the International Trade Commission Dec. 8. Nike says several models of shoes from Adidas, including the Samba Sock Primeknit, Pureboost Go and Pro Boost Mid, copy its patented Flyknit manufacturing process, which results in a reduction in waste and the ability to re-use and recycle materials. Nike seeks a limited exclusion order and cease and desist order against Adidas and its affiliates. Comments are due to the ITC by Dec. 23.

The Commerce Department is finalizing antidumping and countervailing duties on imports of uncoated “sheeter” rolls that the agency says are circumventing antidumping and countervailing duties on uncoated paper from Brazil (A-351-842), China (A-570-022/C-570-023) and Indonesia (A-560-828/C-460-829), it said in a notice published Dec. 14 announcing the final determinations of its anti-circumvention inquiries.
The Commerce Department issued antidumping duty orders on polyester textured yarn from Indonesia (A-560-838), Malaysia (A-557-823), Thailand (A-549-843) and Vietnam (A-552-832). The orders set permanent antidumping duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD duties on importers and make changes to cash deposit rates.
