Polyester Textured Yarn: Details of AD Duty Orders for Indonesia, Malaysia, Thailand and Vietnam
The Commerce Department issued antidumping duty orders on polyester textured yarn from Indonesia (A-560-838), Malaysia (A-557-823), Thailand (A-549-843) and Vietnam (A-552-832). The orders set permanent antidumping duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD duties on importers and make changes to cash deposit rates.

The order details a “gap period” of no AD duty liability for subject merchandise entered Nov. 30, 2021, through Dec. 12, 2021. Commerce may only suspend liquidation for six months after its preliminary AD duty determination, issued June 3, 2021. Commerce will order CBP to liquidate, without regard to AD duties, any entries during this gap period.
AD Suspension of Liq Instructions
Suspension of liquidation resumes for all entries of subject merchandise from Indonesia, Malaysia, Thailand and Vietnam entered on or after Dec. 13, the publication date of the final ITC affirmative injury determination.
AD Cash Deposit Instructions
An AD cash deposit requirement is also in effect for subject merchandise entered on or after Dec. 13, equal to the rates listed below:
