The Commerce Department on July 18 released the preliminary results of its antidumping duty administrative review on cased pencils from China (A-570-827). The agency preliminarily found two of the three companies remaining under review, Tianjin Tonghe Stationery Co., Ltd. and Ningbo Homey Union Co., Ltd., did not file for a separate rate, and tentatively assigned them to the China-wide entity with an AD rate of 114.9%. If these preliminary results are adopted unchanged, Commerce will in its final results assess AD duties at 114.9% for importers of subject merchandise from Tianjin Tonghe and Ningbo Homey entered Dec. 1, 2020, through Nov. 30, 2021. A cash deposit rate of 114.9% would take effect for these two companies upon publication of the final results in the Federal Register.

The Commerce Department intends to end antidumping duties on floor-standing, metal-top ironing tables from China (A-570-888), it said in the preliminary results of a changed circumstances review. Home Products International, the sole U.S. manufacturer of the ironing tables and the original requestor of the duties, recently requested the revocation of the AD duty order. If Commerce decides to revoke the order in the final results of its changed circumstances review, the effective date of revocation would be the publication of the final results in the Federal Register, it said.
Comments are due by July 27 at the International Trade Commission on the public interest ramifications of the relief recommended by Administrative Law Judge Cameron Elliot against wearable electronic devices from Apple that allegedly infringe on three patents owned by AliveCor (ITC Inv. No. 337-TA-1266), a notice said. Elliot’s June 27 initial determination found that Apple infringed on two of the patents at issue. The full initial determination is confidential, but AliveCor in its April 2021 complaint sought a permanent limited exclusion on wearable electronic devices with electrocardiogram capability (see 2105250020).

The Commerce Department on July 14 released the final results of the antidumping duty administrative review on uncoated paper from Portugal (A-471-807). Commerce calculated an AD rate of 5.81% for The Navigator Company, S.A., the only company under review. Commerce will assess AD duties at importer-specific rates for subject merchandise from The Navigator Company entered March 1, 2020, through Feb. 28, 2021, it said. The new 5.81% AD duty cash deposit rate for The Navigator Company takes effect July 15, the date that these final results are scheduled for publication in the Federal Register.

The Commerce Department began administrative reviews for certain firms subject to antidumping and countervailing duty orders with May anniversary dates. Producers and exporters subject to any of these administrative reviews on China or Vietnam must submit their separate rate certifications or applications on or about Aug. 15 in order to avoid being assigned high China-wide or Vietnam-wide rates.
