The Commerce Department is amending the amended version of the final results of its countervailing duty administrative review on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (C-570-980) to correct ministerial errors that affected the list of companies not selected for individual examination. The only difference is that two companies that appeared on the list of companies for which the review was rescinded should have been on the list of those assigned the review average rate.
The Commerce Department has released the final results of its countervailing duty administrative review on cold-drawn mechanical tubing of carbon and alloy steel from India (C-533-874). The agency set new CV duty cash deposit rates for five exporters. These final results will be used to set final assessments of CV duties on importers for subject merchandise entered Jan. 1, 2020, through Dec. 31, 2020.
The Commerce Department issued its final determination in the antidumping duty investigation on sodium nitrite from Russia (A-821-836). Cash deposit rates set in this final determination take effect upon Federal Register publication, set for Sept. 12.
The Commerce Department is amending the final results of two separate antidumping duty administrative reviews on certain oil country tubular goods (OCTG) from South Korea (A-580-870) to align dumping margins assigned to Nexteel and SeAH Steel Corporation, and the non-individually examined companies, in one review, and SeAH Steel in the other review, based on the results of two court cases challenging those final results.

The Commerce Department issued the final results of the antidumping duty administrative review on carbon and alloy steel threaded rod from India (A-533-887). Commerce found 328 companies under review did not undersell subject merchandise during the period of review, assigning each of them a zero percent AD duty rate. Subject merchandise from these 328 companies entered Sept. 25, 2019, through March 31, 2021, will be liquidated without any assessment of AD duties, and future entries of subject merchandise from the 328 companies will not be subject to AD duty cash deposit requirements until further notice. Cash deposit rates from these final results take effect Sept. 9, the date these final results are scheduled to be published in the Federal Register.

Wood flooring produced and exported by Yuhua but sold through the company’s sales agent A-Timber falls under Yuhua’s exemption from antidumping duties on multilayered wood flooring from China (A-570-970), the Commerce Department said in the final results of a changed circumstances review. Though CBP began suspending liquidation and collecting cash deposits on wood flooring Yuhua sold through A-Timber beginning in 2020, Commerce said it already considered A-Timber’s role when it granted Yuhua a zero percent AD duty rate in its 2011 AD investigation, and found that circumstances have not changed since.
The Commerce Department issued the preliminary results of its antidumping duty administrative review on light-walled rectangular pipe and tube from China (A-570-914). The agency assigned the only company under review, Hangzhou Ailong Metal Products Co., Ltd., an AD rate of 45.02%. If these preliminary results are adopted unchanged, Commerce will in its final results assess AD duties at importer-specific rates for importers of subject merchandise from Ailong entered Aug. 1, 2020, through July 31, 2021. A cash deposit rate of 45.02% would take effect for Ailong upon publication of the final results in the Federal Register.
