The International Trade Administration initiated investigations of antidumping and countervailing duty investigations of hardwood and decorative plywood from China, it said in a fact sheet issued Oct. 18. According to the fact sheet, the International Trade Commission is set to make its preliminary injury determination by Nov. 13. Only if the ITC finds injury will the investigations continue. ITT will provide more details upon publication of the initiation notice in the Federal Register.

The products at issue in this investigation are generally integrated circuit chips contained in hard disk drives, solid state drives, high-speed communications systems and interfaces, computer servers, data storage systems, controller boards and personal computers.

The International Trade Administration issued the final results of the administrative review of the antidumping duty order on glycine from China (A-570-836) for Chinese exporter Baoding Mantong Fine Chemistry Co., Ltd. Despite calculating a zero AD rate for Baoding in the preliminary results of this review, the ITA assigned Mantong a final AD rate of 453.79 percent after correcting a currency error in data used to calculate surrogate values. The ITA had used Indonesian import data valued in Indian rupees instead of the Indonesian rupiah. This rate, which is effective Oct. 18, is expected to be implemented by CBP soon.
The International Trade Administration amended its final results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp from Vietnam (A-552-802) to correct an error it made in calculating the AD rate for Minh Phu Group. As a result of its adjustment, the AD rates for all separate rate respondents fell. The ITA also corrected the names of three listed exporters, and rescinded the review with respect to BIM Seafood. The amended rates and company names are as follows:
The International Trade Administration found dumping and countervailable subsidies in its final determinations of circular welded carbon-quality steel pipe from India (A-533-852 / C-533-853), Oman (A-523-801 / C-523-802), and the United Arab Emirates (A-520-805 / C-520-806). The ITA only found dumping in its Vietnam investigation of circular welded pipe (A-552-811), and so terminated the companion CV duty investigation (C-552-810).
