The Commerce Department will require cash deposits of estimated countervailing duties on imports of crystalline silicon photovoltaic products from China, it said June 3 in a fact sheet announcing its preliminary determination. The agency set CV duty cash deposit rates at 18.56%-35.21% for Chinese exporters. Domestic solar companies requested the duties to close a "loophole" in the 2012 AD/CVD orders on solar cells that’s allegedly letting in an increasing amount of Chinese solar modules made from Taiwanese solar cells (see 14010301).
The Commerce Department issued the final results of the antidumping duty administrative review and a concurrent new shipper review on steel wire garment hangers from China (A-570-918). The agency determined that most companies subject to this review didn't demonstrate independence from Chinese government control, and assigned them the high China-wide rate. Commerce only calculated rates for Shanghai Wells and new shipper Yingqing. The new rates will be used to set assessments of AD duties for entries of hangers from China between October 2011 and September 2012. New AD cash deposit rates set in this review will take effect June 2.
The Commerce Department issued an antidumping duty order on diffusion-annealed, nickel-plated flat-rolled steel products from Japan (A-588-869). The order details a "gap period" of May 18-27 of no AD duty liability due to the expiration of the "provisional measures" period.
The Commerce Department issued the final results of the antidumping duty administrative review on pure magnesium from China (A-570-832). Commerce continued to find the only respondent, affiliated companies Tianjin Magnesium International, Co., Ltd. and Tianjin Magnesium Metal Co., Ltd. (TMI/TMM), had no shipments of subject merchandise to the U.S. during the period of review. As such, this company's AD cash deposit rate will remain at the zero percent rate set for TMI/TMM in the most recent prior administrative review in December (see 13123126).
The Commerce Department issued the final results of the antidumping duty administrative review on multilayered wood flooring from China (A-570-970). These final results will be used to set final assessments of AD duties on importers for entries between May 26, 2011 and Nov. 30, 2012. Armstrong and Minglin were found not to have dumped subject merchandise during the period of review, so entries from these two companies during the period under review will not be assessed AD duties, and future entries from Minglin and Armstrong will not be subject to AD duty cash deposit requirements until further notice. New AD duty cash deposit rates set in this review will take effect May 9.

These final results will be used to set final assessments of AD duties on importers for entries between November 2011 and October 2012. New AD duty cash deposit rates set in this review will take effect April 28.

The agency determined that all four companies under review did not dump subject merchandise, so it will not require AD duty cash deposits for these companies until further notice and will liquidate entries from these companies between September 2011 and August 2012 without requiring any AD duties. New AD rates set in this review will take effect April 25.
