The International Trade Commission is correcting a final rule that was published on October 19, 2011 concerning the ITC's efforts to gather more information on public interest issues arising from complaints filed with the ITC requesting institution of a patent-based investigations under Section 337 of the Tariff Act of 1930. The ITC is correcting 19 CFR 210.10(b) to state that a Federal Register notice instituting an investigation "will define the scope of the investigation and may be amended as provided in 210.14(b) and (c)." The intended effect of the final rule is to aid the ITC in identifying investigations that require further development of public interest issues in the record, and to identify and develop information regarding the public interest at each stage of the investigation.

The International Trade Administration has issued an addendum to its November 3, 2011 amended final results of the antidumping duty administrative review of polyethylene retail carrier bags from Thailand (A-549-821) to add the amended AD cash deposit rates of two companies that were inadvertently omitted from the November 3 notice. The amended rates will be effective retroactively on any entries made on or after September 28, 2011 (the date the final results were published).
The International Trade Administration has issued the final results of its administrative review of the antidumping duty order on chlorinated isocyanurates from China (A-570-898) for four companies. The AD cash deposit rates, which are effective November 16, 2011, are expected to be implemented by U.S. Customs and Border Protection soon.
The International Trade Administration has issued Federal Register notices on its recently initiated antidumping and countervailing duty investigations on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells) from China (A-570-979 and C-570-980).
