The Commerce Department looks set to recognize two Brazilian companies’ name changes for the purposes of antidumping duties on certain uncoated paper from Brazil (A-351-842). The agency preliminarily found Sylvamo do Brasil Ltda. (SVBR) to be the successor-in-interest to International Paper do Brasil Ltda. (IP) and Sylvamo Exports Ltda. (SVEX) to be the successor-in-interest to International Paper Exportadora Ltda. (IPEX), in the preliminary results of a changed circumstances review released Nov. 24. The agency preliminarily found SVBR and SVEX continue to operate as the same business entities other than the changes in name. If Commerce confirms its finding in the final results, SVBR and SVEX may inherit the AD duty rate assigned to IP and IPEX, currently 20.8%.
The Commerce Department released the preliminary results of its antidumping duty administrative review on strontium chromate from Austria (A-433-813). In the final results of this review, Commerce will set assessment rates for subject merchandise for only company under review, Habich GmbH (Habich), entered June 18, 2019, through Oct. 31, 2020.
The Commerce Department issued the final results of the antidumping duty administrative review on large residential washers from Mexico (A-201-842). Commerce calculated an AD rate of 2.06% for the only company under review, Electrolux Home Products Corp. NV, and its affiliate Electrolux Home Products de Mexico, S.A. de C.V. Commerce will assess AD duties at importer-specific rates for subject merchandise from Electrolux entered Feb. 1, 2019, through Jan. 31, 2020. A 2.06% AD duty cash deposit rate for Electrolux takes effect Nov. 26, the date these final results were published in the Federal Register.

The Commerce Department finalized its determination that imports of welded oil country tubular goods (OCTG) completed in Brunei or the Philippines are circumventing antidumping and countervailing duties on OCTG from China (A-570-943/C-570-944), it said in final determinations for the anti-circumvention inquiries released Nov. 24.
The Commerce Department issued the final results of the antidumping duty administrative review on frozen warmwater shrimp from India (A-533-840). These final results will be used to set final assessments of AD duties on importers of subject merchandise entered Feb. 1, 2019, through Jan. 31, 2020.

The Commerce Department is beginning an anti-circumvention inquiry to determine whether imports of certain amorphous silica fabric with 70%-90% silica content (70%-90% ASF) from China are circumventing the antidumping and countervailing duty orders on certain amorphous silica fabric with a silica content of at least 90% from China (A-570-038/C-570-039), it said in a notice released Nov. 23.
