Comments concerning the public interest ramifications of a possible general exclusion order on chocolate milk powder and packaging (ITC Inv. No. 337-TA-1232) are due to the International Trade Commission by the close of business on Sept. 2, it said in a notice. On Aug. 3, ITC Administrative Law Judge Mark Cheney issued an initial determination of violation in the investigation and recommended a general exclusion order.
The Commerce Department published notices in the Federal Register Aug. 17 on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms or effective dates will be detailed in another ITT article):
Plastic retail shelf dividers that use raw flexible magnets to affix them into place are not covered by antidumping and countervailing duties on raw flexible magnets from China (A-570-922/C-570-923), the Commerce Department said in a recent scope ruling. Though magnets attached to plastic are generally covered by the scope of the orders, the plastic used in the shelf dividers renders the magnets inflexible and not subject to AD/CVD, Commerce said.

A free-standing wooden cabinet used as a shampoo station by hair stylists and barbers that requires attachment to plumbing is subject to antidumping and countervailing duties on wooden cabinets and vanities from China, the Commerce Department said in a recent scope ruling. However, a similar model that is not attached to plumbing is not covered by the AD/CVD, the agency said.
The Commerce Department made a preliminary negative antidumping determination that barium chloride from India (A-533-908) is being sold in the U.S. at less than fair value. The agency's finding of no dumping, released Aug. 16, means it will not impose AD cash deposit requirements at this time. Commerce may still impose antidumping duties in the final determination. Suspension of liquidation is already in effect for barium chloride from India entered on or after June 17 as a result of Commerce's affirmative countervailing duty preliminary determination (see 2206160068).
The Commerce Department made a preliminary affirmative antidumping determination that sodium nitrite from India (A-533-906) is being sold in the U.S. at less than fair value. The agency will impose antidumping duty cash requirements on entries of subject merchandise beginning on Aug. 17, the date this preliminary determination is due to be published in the Federal Register.
The International Trade Commission published notices in the Aug. 15 Federal Register on the following AD/CV injury, Section 337 patent or other trade proceedings (any notices that warrant a more detailed summary will be in another ITT article):

Trailer wheel caps imported by Trans Texas Tire are not subject to antidumping and countervailing duties on chassis from China, the Commerce Department said in a recent scope ruling. The scope of the AD/CVD orders excludes “individual components entered and sold by themselves,” and the decorative wheel caps imported by Trans Texas are both sold by themselves and used on trailers and recreational vehicles rather than chassis, Commerce said.
