The Commerce Department issued the preliminary results of its antidumping duty administrative review on utility scale wind towers from Indonesia (A-560-833), calculating a 2.01% AD rate for PT. Kenertec Power System, the only company subject to this review. If the agency's finding is continued in the final results, importers of subject merchandise from Kenertec entered Feb. 14, 2020, through July 31, 2021, will be assessed AD duties at that rate.
The Commerce Department will suspend liquidation and require antidumping and countervailing duty cash deposits on imports from China of vertical engines with displacements between 60cc and up to 99cc, it said in a notice released Sept. 6. The agency preliminarily found the low displacement engines are circumventing AD/CV duties on Chinese vertical shaft engines between 99cc and up to 225cc, it said.

The Commerce Department has issued the preliminary results of its antidumping duty administrative review on low-melt polyester staple fiber from South Korea (A-580-895). The agency set an AD rate of 1.89% for Toray Advanced Materials Korea, Inc. Any changes to Toray's cash deposit rate would take effect on the publication date of the final results of this review, currently due in January. If Commerce finalizes these preliminary results, the agency will assess AD duties at importer-specific rates for entries from Toray entered Aug. 1, 2020, through July 31, 2021.
The Commerce Department began administrative reviews for certain firms subject to antidumping and countervailing duty orders with July anniversary dates, it said in a notice released Sept. 2. Producers and exporters subject to any of these administrative reviews on China or Vietnam must submit their separate rate certifications or applications on or about Oct. 6 to avoid being assigned high China-wide or Vietnam-wide rates.

The agency found the 70%-90% amorphous silica fabric has undergone only minor modifications from goods subject to AD/CV duties, and should be covered by the AD/CVD orders on amorphous silica fabric from China (A-570-038/C-570-039).
The Commerce Department issued the final results of its countervailing duty administrative review on common alloy aluminum sheet (aluminum sheet) from China (C-570-074). The agency calculated new CV duty cash deposit rates for the Chinese producers and exporters listed below. These final results will be used to set final assessments of CV duties on importers for entries Jan. 1, 2020, through Dec. 31, 2020.
The Commerce Department is setting new countervailing duty cash deposit requirements for imports of white grape juice concentrate from Argentina (C-357-826), after finding illegal subsidization of Argentine producers in the preliminary determination of its CV duty investigation. Suspension of liquidation and cash deposit requirements will take effect for entries on or after Sept. 6, the date that the preliminary determination is scheduled to be published in the Federal Register.
