The ITC on Dec. 27 began a Section 337 investigation into allegations from KUB Technologies that imports of X-ray and optical camera systems are infringing on its patents, the ITC said in a news release (Inv. No. 337-TA-1348). In its Nov. 23 complaint, Kubtec alleged four Chinese and one U.S. company imported cabinet X-ray systems that copied Kubtec's patented technology for rapid-result X-ray images (see 2211290044). The ITC will consider a limited exclusion order and cease and desist orders against CompAI Healthcare (Shenzhen) Co., Ltd.; CompAI Healthcare (Suzhou) Co., Ltd.; Kangpai Medical Technology (Changchun) Co., Ltd.; Kangpai (Beijing) Medical Equipment Co., Ltd.; and Dilon Technologies, Inc.

The Commerce Department issued the preliminary results of its antidumping duty administrative review on welded line pipe from South Korea (A-580-876). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from the following producers and exporters that was entered December 2020 through November 2021.
The Commerce Department is amending the final results of its recently completed antidumping duty administrative review on large diameter welded pipe from Canada (A-122-863). The agency said a correction to errors in its rate calculations will cause the AD rate it calculated for Evraz Inc. NA to fall to 26.15% (from 36.02% in the final results). The new rate is applicable for cash deposit purposes for entries on or after Dec. 29.
The Commerce Department is revoking antidumping duties on stilbenic optical brightening agents from China (A-570-972) and Taiwan (A-583-848), after no domestic producers sought to participate in five-year sunset reviews conducted by the agency, it said in a notice. Effective for entries on or after Nov. 27, 2022, Commerce will direct CBP to end suspension of liquidation and collection of AD cash deposits in connection with the now defunct AD orders, which had been in place since 2012. Entries before Nov. 27, 2022, will remain subject to suspension of liquidation and AD cash deposit requirements and assessments, Commerce said.

The Commerce Department looks set to recognize an Chinese company’s name change for the purposes of antidumping duties on multilayered hardwood flooring from China (A-570-970), finding Arte Mundi Group Co., Ltd. to be the successor-in-interest to Arte Mundi (Shanghai) Aesthetic Home Furnishings Co., Ltd. in the preliminary results of a changed circumstances review. The agency preliminarily found Arte Mundi Group continues to operate with the same corporate structure and manufacturing facilities. If Commerce confirms its finding in the final results, Arte Mundi Group will inherit the AD duty rate assigned to Arte Mundi Shanghai in the most recently completed administrative review on hardwood flooring from China.
