The International Trade Administration issued the initiation and preliminary results of its antidumping duty changed circumstances review of certain cased pencils from the People's Republic of China (A-570-827), in response to a request by U.S. importer of subject merchandise ThinkGeek, Inc. that the ITA revoke, in part, the AD order with respect to novelty drumstick pencils. The ITA said the domestic industry has affirmatively expressed a lack of interest in the continuation of the order with respect to this product. Therefore, The ITA intends to revoke, in part, the AD order as it relates to imports of these novelty drumstick pencils.
The International Trade Administration issued a correction to its proposed Modification of Regulations Regarding the Definition of Factual Information and Time Limits for Submission of Factual Information in antidumping and countervailing duty proceedings, published in the July 10 Federal Register. The notice did not include a Docket Number for the submission of comments through the Federal eRulemaking Portal. The ITA now says the Docket Number is Docket No. ITA-2012-0004. Comments are still due by Aug. 24.

An Administrative Law Judge issued an initial determination July 12 finding no violation of complainant Freescale’s Section 337 patent claims by MediaTek and Zoran in the International Trade Commission’s investigation of certain integrated circuits, chipsets, and products containing same including televisions (337-TA-786). Funai, the other respondent, had already been terminated from the investigation on the basis of a consent order. The ALJ found that, among other things, no industry exists in the U.S. that exploits the patent at issue. The full Commission will now decide whether to review the ALJ’s initial determination.

The International Trade Administration issued the preliminary results of its administrative review of the antidumping duty order on chlorinated isocyanurates from China (A-570-898) for four companies. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for these companies.
The International Trade Administration issued the final results of the administrative review of the antidumping duty order on hand trucks and certain parts thereof from China (A-570-891), which sets an AD cash deposit rate for one exporter, New-Tec. This rate, which is effective July 16, is expected to be implemented by U.S. Customs and Border Protection soon.
