The International Trade Commission decided a U.S. industry is materially injured by imports of large power transformers from Korea (A-580-867) that the International Trade Administration has determined are sold in the U.S. at less than fair value. As a result of the ITC's affirmative final determination, the ITA will issue an antidumping order on imports of this product from Korea.

The International Trade Administration is initiating a changed circumstances review of the antidumping duty order on certain pasta from Italy (A-475-818) to determine whether Delverde Industrie Alimentari S.p.A. is the successor-in-interest to Del Verde S.p.A. In 1996, Del Verde was assigned a de minimis AD rate in the original investigation of pasta from Italy, and consequently was excluded from the AD order. Should the ITA determine that Delverde Industrie is the successor-in-interest to Del Verde, it will receive the same treatment.
The International Trade Administration is set to revoke the antidumping duty order on ferrovanadium and nitrided vanadium from Russia (A-821-807), after the International Trade Commission voted Aug. 8 that revocation wouldn’t lead to injury to U.S. industry. The ITC’s negative determination was unanimous. The ITA will publish a notice in the Federal Register revoking the AD order on ferrovanadium and nitrided vanadium from Russia effective Oct. 13, 2011, which is five years from the publication date of the previous continuation notice of the AD order.

The International Trade Administration issued the preliminary results of its administrative review of the antidumping duty order on certain cut-to-length carbon steel plate from China (A-570-849) for four companies. The ITA preliminarily determined that two of the reviewed companies, (1) Baosteel1 and (2) Hunan Valin Xiangtan Iron & Steel Co., Ltd., did not have shipments of subject merchandise to the U.S. during the period of review. The two other reviewed companies, (3) Anshan Iron & Steel Group and (4) China Metallurgical Import and Export Liaoning Company, did not file separate rate applications or certifications and were preliminarily found to be part of the China-wide entity with an AD rate of 128.59%. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for these companies.
The International Trade Administration found that UK Carbon and Graphite Co. is exporting graphite electrodes to the U.S. in circumvention of the antidumping duty order on small diameter graphite electrodes from China (A-570-929), in the final determination of a circumvention inquiry. The ITA said the graphite electrodes sold in the U.S. by UK Carbon and Graphite were completed in the U.K. from merchandise produced in China subject to the AD order at issue. Additionally, the ITA said the process of completion in the U.K. was minor and insignificant.
