The International Trade Administration issued the final results of the antidumping duty administrative review of corrosion-resistant carbon steel flat products from South Korea (A-580-816), making changes to its preliminary calculations that resulted in above-de minimis AD rates for six companies. HYSCO retained its zero rate from the preliminary results, and its entries will not be subject to assessment of AD duties or AD cash deposits The new rate is effective March 14, and will be implemented by CBP soon.
The International Trade Administration made a preliminary affirmative determination that countervailable subsidies are being provided to producers and exporters of hardwood and decorative plywood from China (C-570-987). The ITA found preliminary CV rates of de minimis to 27.16 percent. Effective March 14, CBP will suspend liquidation of entries of subject merchandise and collect CV duty cash deposits, with the exception of entries of merchandise produced and exported by three companies -- Dongfang, San Fortune, and Shanghai Senda -- that received preliminary de minimis rates.
STMicroelectronics filed a Section 337 complaint March 11 with the International Trade Commission, alleging microelectromechanical systems (MEMS) imported by InvenSense, Roku, and Black & Decker are infringing its patents. MEMS devices are used in portable electronics, power tools, remote controls, and video game controllers to enable these products to sense when they are being rotated, tilted, dropped, or moved in other ways by the user. According to STMicroelectronics, InvenSense directly imports MEMS devices that infringe its patents, while Roku imports remote controls that contain infringing MEMS devices, and Black & Decker imports power screwdrivers that contain infringing MEMS devices. STMicroelectronics is requesting limited exclusion and cease and desist orders against the proposed respondents.

The International Trade Administration issued the preliminary results of its antidumping duty administrative review of frozen warmwater shrimp from Thailand (A-549-822). The ITA found preliminary AD rates of zero and 0.51 percent for mandatory respondents Marine Gold and Thai Union, respectively, and assigned an AD rate of 0.51 percent to 148 companies that were not individually reviewed. Marine Gold's preliminary zero AD rate would be its third consecutive zero or de minimis AD rate if confirmed in the final results, so the ITA said it intends to revoke in part the AD duty order for Marine Gold if it continues its finding. The ITA also preliminarily rescinded the review for Tanaya. These preliminary results are not in effect.
