Some states emphasize Buy American preference requirements more than others in their broadband equity, access and deployment plans, we found in our analysis of NTIA-approved BEAD volume 2 initial proposals. Whether Buy American provisions in state BEAD plans mean all the fiber optics and other materials used will be solely American-made is unclear. NTIA has signed off on 34 BEAD volume 2 plans so far, including Wyoming's on Thursday (see 2408080054).

The mega constellation boom -- and satellites' maneuvering capabilities -- demonstrates the need for a global system of information sharing among satellite operators, according to Richard DalBello, director of Commerce's Office of Space Commerce. He spoke Tuesday during a Politico space commerce event. At the same event, Sens. John Hickenlooper, D-Colo., and Jerry Moran, R-Kan., warned about increased space threats the U.S. faces, particularly from China and Russia.
The private sector is largely responsible for the U.S. maintaining a lead over China in R&D investment, particularly in AI technology, White House Office of Science and Technology Policy Director Arati Prabhakar said Tuesday. Speaking at a Brookings Institution event, she said China is seeing unprecedented increases in R&D spending, but the U.S. remains ahead. She cited the most recent statistics, from 2021, a year in which the U.S. spent $800 billion in R&D across the public and private sectors. The U.S. is spending 3.5% of its gross domestic product on R&D, “which is terrific,” Prabhakar said. She noted the federal government spends about $3 billion to $4 billion on AI R&D annually, which is “pretty modest,” compared with the private sector.
The citizens broadband radio service band has shown that spectrum can be shared without interfering with government users, in particular the naval radars that use the band, Richard Bernhardt, Wireless ISP Association vice president-spectrum and industry, said Thursday. Recent changes approved by the FCC, working with DOD and NTIA (see 2406120027), will make the band much more usable, he said during a WISPA webinar on “CBRS 2.0.” The rule changes take effect Friday.

Regulatory action overseas increasingly is chilling competition from U.S. tech firms while hurting American consumers, regulatory and trade policy experts said Tuesday during an American Consumer Institute (ACI) panel discussion focused on EU regulations and tech competition with China. Legislation like the EU's Digital Services Act and AI Act subjects U.S. firms to "aggressive" investigations and allegations of competitive harm, said Tirzah Duren, ACI vice president-policy and research.

Global smartphone shipments increased 6.5% year over year to 285.4 million units in Q2, IDC said Monday. While that marks the fourth consecutive quarter of shipment growth “and builds the momentum towards the expected recovery this year, demand has yet to come around in full and remains challenged in many markets,” IDC said. Samsung led with an 18.9% market share, down from 20% a year ago. Apple was second at 15.8%, down from 16.6%. China’s Xiaomi was third at 14.8%, up from 12.4% a year ago. Nabila Popal, research director with IDC's Worldwide Tracker team, noted that prices are increasing, as is buzz about generative AI smartphones. “As Apple and Samsung both continue to push the top of the market and benefit the most from the ongoing premiumization trend, many leading Chinese [manufacturers] are increasing shipments in the low end in an attempt to capture volume share amidst weak demand,” Popal said.
