Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

CBP Discusses Some Ongoing Issues With Section 232 Enforcement

The Section 232 quotas on steel and aluminum from certain countries and exclusions from the Section 232 tariffs are among the toughest procedural challenges CBP is facing in dealing with those trade remedies, CBP officials from the Base Metals Center of Excellence and Expertise recently told the American Institute for International Steel. AIIS said in its newsletter that the group's customs committee held a conference call on Sept. 6 with Center Director Africa Bell and other officials. CBP is in the process of making fixes to aid in the remedying of those problems, it said.

CBP Provides Instructions for Refunds Related to Recent Alcohol Excise Tax Cuts

CBP planned to deploy flags in ACE on Sept. 1 to identify imported alcohol in instances in which the importer received a foreign producer allocation or assignment and may be eligible for refunds under the Craft Beverage Modernization Act, CBP said in a CSMS message. "CBP will issue additional guidance on information to be filed substantiating CBMA claims," the agency said. "Upon issuance of this additional guidance, importers will be encouraged to file the claim information simultaneously with the transmission of the entry summary flag. CBP strongly encourages the use of the CBMA entry summary line flag over the use of protests for identifying merchandise for which a CBMA allocation has been received from the foreign producer/assigning entity. Protests should only be used for CBMA claims if entries for which a CBMA allocation has been received have liquidated." CBP recently published a final rule that authorized CBMA refunds (see 1808150030).
