The updates to the following AESTIR documentations are in regards to a new Response Code 5C2 - DDTC Commodity Jurisdiction Number Unknown.
The following code has been added to the AESTIR Appendix A - Commodity Filing Response Messages. The AESTIR Appendix A is located at the link: https://www.cbp.gov/trade/aes/aestir/appendices

Narrative Text: DDTC COMMODITY JURISDICTION NBR UNKNOWN
Severity: FATAL
Proprietary Record ID/Data Elements: Input ODT Record/DDTC Commodity Jurisdiction (CJ) Number
X.12 Segment ID/Data Elements: X117
Reason: The License Code/USML Category XXI Code declared is one that requires a DDTC Commodity Jurisdiction (CJ) Number on the ODT record either reported empty or unknown in AES.
Resolution: The DDTC Commodity Jurisdiction (CJ) Number reported on the ODT record must be a known value in AES. Verify, correct, and retransmit. For further assistance, contact the licensing agency.

Updates have also been added to CBP Proprietary Commodity Format and ANSI X-12: 601 Export Shipment Information under the AESTIR Commodity Formats section. These documents can be located at the link: https://www.cbp.gov/trade/aes/aestir/commodity-and-transportation-formats-1
Exporters and Software Developers that submit Electronic Export Information (EEI) via the Electronic Data Interface (EDI) will need to program and test their software, so their clients receive the new DDTC Responses.
AESDirect filers will receive notification via email, similar to the current process.
Please be advised that these changes will not be available in CERT until January 3, 2023, and available in Production at a later date. A follow-up message will announce when the messages will be active in Certification.
