The Commerce Department issued the final results of the countervailing duty administrative review on narrow woven ribbons with woven selvedge (C-570-953). Commerce assigned the only company under review, Yama Ribbons and Bows Co., Ltd., a CV rate of 23.37%. Subject merchandise from Yama entered in calendar year 2015 will be liquidated at a rate of 23.37%. A CV duty cash deposit rate of 23.37% for entries from Yama takes effect March 14
The Commerce Department issued the final results of the antidumping duty administrative review on uncovered innerspring units from China (A-570-928). Commerce found the only company remaining under review -- PT Sunhere Buana International -- did not demonstrate independence from state control, assigning it the China-wide AD duty rate of 234.51%. Commerce will assess AD duties at this rate on subject merchandise of Chinese origin from PT Sunhere entered between Feb. 1, 2016, and Jan. 31, 2017. A 234.51% AD duty cash deposit rate for Chinese origin merchandise from PT Sunhere takes effect March 2.
The Commerce Department made a preliminary affirmative antidumping determination that cast iron soil pipe fittings from China (A-570-062) are being sold in the U.S. at less than fair value. Commerce found "critical circumstances" for all but two Chinese companies -- Shanxi Xuanshi and Wor-Biz -- and will retroactively suspend liquidation and impose AD duty cash deposit requirements for all except these two companies as of Nov. 22, 2017. For Shanxi Xuanshi and Wor-Biz, suspension of liquidation and cash deposit requirements take effect Feb. 20, 2018.
The Commerce Department issued the final results of the antidumping duty administrative review on lightweight thermal paper from China (A-570-920). Commerce found all three exporters under review -- Shenzhen Formers Printing Co., Ltd., Sailing International Ltd., and Suzhou Xiandai Paper Production Co. -- did not demonstrate independence from state control, assigning them a China-wide AD duty rate of 115.29%. Commerce will assess AD duties at this rate on subject merchandise exported by these three companies and entered between Nov. 1, 2015, and Oct. 31, 2016. A 115.29% AD duty cash deposit rate takes effect Feb. 16 for subject merchandise exported by each of these three companies.
The Commerce Department issued the final results of the antidumping duty administrative review on xanthan gum from China (A-570-985). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered July 1, 2015, through June 30, 2016.
The Commerce Department issued the final results of the antidumping duty administrative review on wooden bedroom furniture from China (A-570-890). Commerce found four companies -- Decca Furniture Ltd.; Changshu HTC Import & Export Co., Ltd.; Starwood Industries Ltd.; and U-Rich Furniture (Zhangzhou) Co., Ltd./U-Rich Furniture Ltd. -- did not demonstrate independence from state control, assigning them the China-wide AD duty rate of 216.01%. Commerce will assess AD duties at this rate on subject merchandise from Decca, Changshu HTC, Starwood and U-Rich entered between Jan. 1, 2016, and Dec. 31, 2016. A 216.01% AD duty cash deposit rate for these four companies takes effect for each company on Feb. 14.
The Commerce Department issued the final results of the antidumping duty administrative review on chlorinated isocyanurates from China (A-570-898). These final results will be used to set final assessments of AD duties on three importers for subject merchandise entered June 1, 2015, through May 31, 2016.
The Commerce Department issued Federal Register notices on its recently initiated antidumping and countervailing duty investigations on plastic decorative ribbon from China (A-570-075/C-570-076). The agency will determine whether imports of Chinese decorative ribbon, which is commonly used in gift wrapping, holiday decorations and party crafting, are being sold in the U.S. at less than fair value and illegally subsidized.

Commerce found two of the three companies remaining under review -- Tianjin Tonghe Stationery Industrial Co. Ltd. and Ningbo Homey Union Co., Ltd. -- did not demonstrate independence from state control, assigning them the China-wide AD duty rate of 114.9%. Commerce will assess AD duties at this rate on subject merchandise from Tianjin Tonghe and Ningbo Homey Union entered between Dec. 1, 2015, and Nov. 30, 2016. A 114.9% AD duty cash deposit rate for Tianjin Tonghe and Ningbo Homey Union takes effect for each company on Jan. 23.
