The Commerce Department is issuing antidumping and countervailing duty orders on freight rail couplers from China (A-570-145/C-570-146). The orders, set for publication July 14, set permanent antidumping and countervailing duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CVD on importers and make changes to cash deposit rates.

The Commerce Department made preliminary affirmative antidumping determinations that paper file folders from China (A-570-147), India (A-533-910) and Vietnam (A-552-834) are being sold at less than fair value. The agency will impose antidumping duty cash requirements on entries of subject merchandise beginning on May 17, the scheduled publication date of these preliminary determinations in the Federal Register.

The Commerce Department published the final results of the antidumping and countervailing duty administrative reviews on steel racks from China (A-570-088/C-570-089). These final results will be used to set final assessments of AD for subject merchandise for the companies under review entered Sept. 1, 2020, through Aug. 30, 2021, and CVD for entries Jan. 1, 2020, through Dec. 31, 2020.

The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on tin mill products from Canada, China, Germany, the Netherlands, South Korea, Taiwan, Turkey and the U.K. (A-122-869, A-570-150, A-428-851, A-580-915, A-421-816, A-583-870, A-489-848, A-412- 827), and its countervailing duty investigation on tin mill products from China (C-570-151). The CVD investigation covers entries for the calendar year 2022. The AD investigations on Canada, Germany, Netherlands, South Korea, Taiwan, Turkey and the U.K. cover the period Jan. 1, 2022, through Dec. 31, 2022, and the AD investigation on China covers entries July 1, 2022, through Dec. 31, 2022.

CBP announced that it is conducting an Enforce and Protect Act investigation on whether Fortress Iron (doing business as Fortress Fence Products and Fortess Building Products) evaded antidumping and countervailing duty orders on aluminum extrusions from China. According to the Jan. 24 notice, CBP found reasonable suspicion of evasion by Fortress and has imposed interim measures.

A U.S. manufacturer and a labor union seek the imposition of new antidumping duties on tin mill products from Canada, China, Germany, the Netherlands, South Korea, Taiwan, Turkey and the U.K., as well as new countervailing duties on tin mill products from China, they said in petitions filed with the Commerce Department and the International Trade Commission Jan. 18. Commerce will now decide whether to begin AD/CVD investigations, which could result in the imposition of permanent AD/CVD orders and the assessment of AD and CVD on importers. Cleveland-Cliffs and the United Steelworkers Union filed the petitions.
