The Commerce Department issued the final results of the antidumping duty administrative review on aluminum extrusions from China (A-570-967) (here). These final results will be used to set assessments of AD duties on importers for entries from May 1, 2014, through April 30, 2015, of merchandise exported by the 46 companies under review.

These final results will be used to set final assessments of AD duties on importers for subject merchandise entered April 1, 2014, through March 31, 2015.
A coalition of domestic plywood manufacturers filed a petition on Nov. 17 with the Commerce Department and International Trade Commission requesting new antidumping and countervailing duties on hardwood plywood from China. Commerce will now decide whether to begin AD/CVD investigations on hardwood plywood that could eventually result in the assessment of AD/CV duties. The coalition that requested the duties, known as the Coalition for Fair Trade in Hardwood Plywood, includes as individual members Columbia Forest Products, Commonwealth Plywood Inc., Murphy Plywood, Roseburg Forest Products Co., States Industries, Inc., and Timber Products Company.
The Commerce Department made preliminary affirmative antidumping duty determinations that imports of carbon and alloy steel cut-to-length plate from Austria (A-433-812) (here), Belgium (A-423-812) (here), France (A-427-828) (here), Italy (A-475-834) (here), Japan (A-588-875) (here), Taiwan (A-583-858) (here), Germany (A-428-844) (here), China (A-570-047) (here) and South Korea (A-580-887) (here) are being sold in the U.S. at less than fair value. The agency will impose AD duty cash requirements on entries of subject merchandise beginning on Nov. 14, except for entries from some companies from Austria, Belgium, Italy and Taiwan, which will be subject to retroactive suspension of liquidation and cash deposit requirements effective Aug. 16.
The Commerce Department issued the final results of the antidumping duty new shipper review on cased pencils from China (A-570-827) (here), setting a cash deposit rate of 33.86% per kilogram for subject merchandise exported by Wah Yuen Stationery Co., Ltd., that was produced by Shandong Wah Yuen Stationery Co., Ltd. The new AD duty cash deposit rate takes effect Oct. 27.
The Commerce Department issued the final results of the antidumping duty administrative review on glycine from China (A-570-836) (here). Commerce found all five companies under review -- Baoding Mantong Fine Chemistry Co., Ltd., Kumar Industries, Nutracare International, Ravi Industries and Rudraa International -- had no shipments of subject merchandise to the U.S. during the period of review. As such, these five companies' AD cash deposit rates will remain at the most recent rate set for each company.
The Commerce Department issued the final results of the antidumping duty administrative review on narrow woven ribbons with woven selvedge from China (A-570-952) (here). Commerce found the company under review, Yama Ribbons Co., Ltd., had no shipments of subject merchandise to the U.S. during the period of review. As such, Yama's AD cash deposit rate will remain at the rate set for the company in the most recent prior administrative review completed for the company.
The Commerce Department is amending cash deposit rates set in its most recent antidumping duty administrative review on small diameter graphite electrodes from China (A-570-929) (here). The agency is revising its Sept. 9 final results to correct calculation errors. Amended cash deposit rates are as follows:
The Commerce Department made a preliminary affirmative antidumping determination that stainless steel sheet and strip from China (A-570-042) is being sold in the U.S. at less than fair value (here). The agency found "critical circumstances" for all Chinese companies, finding they increased exports to the U.S. before this preliminary determination to get in as much merchandise as possible before AD duty cash deposit requirements were imposed. As a result, Commerce will suspend liquidation and impose retroactive AD duty cash requirements on entries on or after June 21, 2016.
The Commerce Department issued the final results of the antidumping duty administrative review on uncovered innerspring units from China (A-570-928) (here). Commerce found both companies under review, East Grace Corporation and Macao Commercial and Industrial Spring Mattress Manufacturer, did not demonstrate independence from state control, assigning the companies the China-wide AD duty rate of 234.51%. Commerce will assess AD duties at this rate on subject merchandise from East Grace or Macao Commercial entered between Feb. 1, 2014, and Jan. 31, 2015. A 234.51% AD duty cash deposit rate for each of these companies takes effect Sept. 12.
