The Commerce Department amended the final results of the antidumping duty administrative review on new pneumatic off-the-road tires from China (A-570-912) in order to correct a calculation error (here). As a result of the calculation, cash deposit rates for all individually investigated companies will rise by 0.07%, as follows:
The Commerce Department issued the final results of the antidumping duty administrative review on laminated woven sacks from China (A-570-916) (here). Commerce found all nine exporters under review did not prove independence from Chinese government control, assigning them to the China-wide entity with an AD duty rate of 47.64%. New cash deposit rates these companies take effect April 21.
The Commerce Department lowered rates for exporters of helical spring lock washers from China (A-570-822) (here), after correcting errors in its recently issued final results of an administrative review (see 1503160013). These amended final results will be used to set assessments of AD duties on importers for entries between Oct. 1, 2012 and Sept. 30, 2013.

Suspension of liquidation is currently not in effect for entries on or after Jan. 27, and Commerce will only require cash deposits of estimated CV duties on future entries if it issues a CV duty order.

The Commerce Department announced an across-the-board increase in antidumping and countervailing duty rates on 53-foot domestic dry containers from China, in a fact sheet detailing its final determinations (here). The agency calculated AD rates of 107.19% to 111.22%, and CV duty rates of 17.13% to 28%, for Chinese exporters. Changes to AD duty cash deposit requirements will take effect on the day Commerce's final determination is published in the Federal Register. Cash deposits of CV duties are currently not required because of the expiration of the four-month period during which Commerce can require cash deposits without an order in place.
The Commerce Department issued the final results of the antidumping duty administrative review on magnesia carbon bricks from China (A-570-954) (here). Commerce assigned 158 companies under review to the China-wide entity, with an AD duty rate of 236%. New cash deposit rates take effect April 14.
The Commerce Department recently clarified the coverage of antidumping and countervailing duties on boltless steel shelving units prepackaged for sale from China (A-570-018/C-570-019), in a memorandum issued alongside its preliminary AD duty determination in March. Although no importers filed comments on the scope itself, several requested scope rulings on whether specific shelving products are subject to the investigations. The Commerce Department issued the final results of the antidumping duty administrative review on lightweight thermal paper from Germany (A-428-840) (here), assigning Papierfabrik August Koehler SE a zero percent AD duty rate. As a result, subject merchandise from Koehler entered between Nov. 1, 2012 and Oct. 31, 2013 will be liquidated without any assessment of AD duties. Commerce revoked AD duties on lightweight thermal paper from China in January during a sunset review, so AD duty cash deposits are no longer being collected (see 1501290029).
