The Commerce Department issued antidumping duty orders on paper file folders from China (A-570-147), India (A-533-910) and Vietnam (A-552-834), and a countervailing duty order on paper file folders from India (C-533-911). The orders set permanent antidumping and countervailing duties that will remain in place unless revoked by Commerce, which may only take place under certain conditions, such as a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CV duties on importers and make changes to cash deposit rates.

The Court of International Trade on Nov. 8 upheld a Commerce Department scope ruling that importer Valeo North America's T-series aluminum sheet is covered by the antidumping and countervailing duty orders on common alloy aluminum sheet from China. Judge Mark Barnett sustained Commerce's consideration of and weight applied to various industry evidence along with its detailed discussion of heat treatment.

The Commerce Department has published the final results of the antidumping and countervailing duty administrative reviews on wooden cabinets and vanities and components thereof from China (A-570-106/C-570-107). These final results will be used to set final assessments of AD/CVD on importers for subject merchandise entered April 1, 2021, through March 31, 2022, for AD and calendar year 2021 for CVD.
