Suspension of liquidation for paper plates from China, Vietnam and Thailand will resume March 19, after the Commerce Department issued antidumping duty orders on paper plates from China (A-570-164), Thailand (A-549-849) and Vietnam (A-552-839), and countervailing duty orders on paper plates from China (C-570-165) and Vietnam (C-552-840).

The Commerce Department issued antidumping duty orders on aluminum lithographic printing plates from China (A-570-156) and Japan (A-588-881), and countervailing duty orders on aluminum lithographic printing plates from China (C-570-157).

CBP issued an Enforce and Protect Act determination, finding VY Industries evaded antidumping duties by transshipping wire coated coil nails from China through India, according to a recent agency notice.

The Commerce Department is beginning new antidumping duty investigations on aluminum extrusions from China, Colombia, the Dominican Republic, Ecuador, India, Indonesia, Italy, Malaysia, Mexico, South Korea, Taiwan, Thailand, Turkey, the United Arab Emirates and Vietnam, as well as new countervailing duty investigations on aluminum extrusions from China, Indonesia, Mexico and Turkey, it said in a fact sheet Oct. 25. The underlying petition was filed Oct. 4 (see 2310040064), seeking expanded AD/CVD to cover additional products excluded from existing AD/CVD orders on China, as well as aluminum extrusions from an 14 additional countries. The International Trade Commission is scheduled to make its preliminary injury determinations by Nov. 20. These AD/CVD investigations will continue only if the ITC finds injury. International Trade Today will provide more details upon publication of the initiation notices in the Federal Register.

CBP announced that it has opened a formal Enforce and Protect Act investigation into whether Zinus evaded antidumping and countervailing duty orders on chassis and subassemblies from China and has imposed interim measures, according to an Oct. 25 notice. The investigation was launched on July 20, following allegations by CIMC Intermodal Equipment LLC (CIMC) that Pitts Enterprises, Inc., classified imported chassis as products of Vietnam, without disclosing subassembly components of Chinese-origin.

The Commerce Department erred in a scope ruling regarding antidumping and countervailing duty orders on aluminum sheets from China, importer Valeo argued to the Court of International Trade in an Aug. 12 brief (Valeo North America v. U.S., CIT #21-00581). The brief supports a March motion for judgment that challenged the ruling by Commerce that determined Valeo’s imported heat-treated T-series aluminum sheet is covered by the scope of the AD/CVD orders.
