The Commerce Department issued its final determination in the antidumping duty investigation on crystalline silicon photovoltaic products from China (A-570-010) (here). The agency made changes to the scope of the investigation, and will no longer require importer certifications for subject merchandise.
The Commerce Department issued the final results of the antidumping duty administrative review on frozen warmwater shrimp from China (A-570-893) (here), assigning Smart Foods and 57 other companies the high "China-wide" rate. Rates for all other Chinese exporters remain unchanged. These final results will be used to set assessments of AD duties on importers for entries between Feb. 1, 2013 and Jan. 31, 2014.
The Commerce Department issued the final results of the antidumping duty administrative review and a concurrent new shipper review on freshwater crawfish tail meat from China (A-570-848) (here). The agency determined that both companies under review did not dump subject merchandise, so it will not require AD duty cash deposits for these companies until further notice and will liquidate entries from these companies between September 2012 and August 2013 without payment of AD duties.
The Commerce Department issued its final affirmative countervailing duty determination on calcium hypochlorite from China (C-570-009) (here). Suspension of liquidation is currently not in effect for entries on or after Sept. 24, and Commerce will only require cash deposits of estimated CV duties on future entries if it issues a CV duty order.

The Commerce Department issued the final results of the antidumping duty administrative review on frontseating service valves from China (A-570-933) (here). Commerce determined Zhejiang Sanhua Co., Ltd. did not undersell subject merchandise during the period of review, assigning the company a zero percent AD duty rate. As a result, subject merchandise from Sanhua entered between April 1, 2012 and March 31, 2013 will be liquidated without any assessment of AD duties. Commerce revoked AD duties on frontseating service valves from China in May during a sunset review, so AD duty cash deposits are no longer being collected (see 14051316).
The Commerce Department issued antidumping duty orders on monosodium glutamate from China and Indonesia (A-201-844) (here). The order details a "gap period" of Nov. 4-16 of no AD duty liability, as well as the refund of any cash deposit collected for entries from China before May 8. Commerce also amended rates for MSG from China to correct a calculation error.

The Commerce Department issued its final affirmative countervailing duty determination on carbon and certain alloy steel wire rod from China (C-570-013) (here). Although this final determination takes effect Nov. 19, suspension of liquidation has been lifted since Nov. 5, and Commerce will only require CV duty cash deposits on future entries if it issues a CV duty order.
The Commerce Department issued the final results of the antidumping duty administrative review on hot-rolled steel flat products from China (A-570-865) (here). Commerce continued to find the only respondent, Baosteel, had no shipments of subject merchandise to the U.S. during the period of review. As such, Baosteel's AD cash deposit rate will remain at the rate set for the company. Baosteel includes the affiliated companies Baosteel Group Corporation; Shanghai Baosteel International Economic & Trading Co., Ltd.; and Baoshan Iron and Steel Co., Ltd.
