The Commerce Department issued its final determination in the antidumping duty investigation on large residential washers from China (A-570-033) (here). Commerce is decreasing AD rates for all Chinese exporters, and will also refund cash deposits collected prior to July 26 because it reversed its finding of critical circumstances for some companies. Changes to cash deposit rates set in this final determination take effect Dec. 15.
The Commerce Department issued the final results of the antidumping duty administrative review on monosodium glutamate from China (A-570-992) (here). Commerce found all 38 exporters under review did not demonstrate independence from state control, assigning them the China-wide AD duty rate of 40.41%. Commerce will assess AD duties at this rate on subject merchandise from these 38 companies entered between May 8, 2014, and Oct. 31, 2015. A 40.41% AD duty cash deposit rate takes effect Dec. 9 for each of these 38 companies, as follows:
The Commerce Department issued the final results of the antidumping duty administrative review on aluminum extrusions from China (A-570-967) (here). These final results will be used to set assessments of AD duties on importers for entries from May 1, 2014, through April 30, 2015, of merchandise exported by the 46 companies under review.
The Commerce Department issued the final results of the antidumping duty administrative review on steel threaded rod from China (A-570-932) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered April 1, 2014, through March 31, 2015.
A coalition of domestic plywood manufacturers filed a petition on Nov. 17 with the Commerce Department and International Trade Commission requesting new antidumping and countervailing duties on hardwood plywood from China. Commerce will now decide whether to begin AD/CVD investigations on hardwood plywood that could eventually result in the assessment of AD/CV duties. The coalition that requested the duties, known as the Coalition for Fair Trade in Hardwood Plywood, includes as individual members Columbia Forest Products, Commonwealth Plywood Inc., Murphy Plywood, Roseburg Forest Products Co., States Industries, Inc., and Timber Products Company.
The Commerce Department made preliminary affirmative antidumping duty determinations that imports of carbon and alloy steel cut-to-length plate from Austria (A-433-812) (here), Belgium (A-423-812) (here), France (A-427-828) (here), Italy (A-475-834) (here), Japan (A-588-875) (here), Taiwan (A-583-858) (here), Germany (A-428-844) (here), China (A-570-047) (here) and South Korea (A-580-887) (here) are being sold in the U.S. at less than fair value. The agency will impose AD duty cash requirements on entries of subject merchandise beginning on Nov. 14, except for entries from some companies from Austria, Belgium, Italy and Taiwan, which will be subject to retroactive suspension of liquidation and cash deposit requirements effective Aug. 16.
The Commerce Department issued the final results of the antidumping duty new shipper review on cased pencils from China (A-570-827) (here), setting a cash deposit rate of 33.86% per kilogram for subject merchandise exported by Wah Yuen Stationery Co., Ltd., that was produced by Shandong Wah Yuen Stationery Co., Ltd. The new AD duty cash deposit rate takes effect Oct. 27.
The Commerce Department issued the final results of the antidumping duty administrative review on glycine from China (A-570-836) (here). Commerce found all five companies under review -- Baoding Mantong Fine Chemistry Co., Ltd., Kumar Industries, Nutracare International, Ravi Industries and Rudraa International -- had no shipments of subject merchandise to the U.S. during the period of review. As such, these five companies' AD cash deposit rates will remain at the most recent rate set for each company.
The Commerce Department issued the final results of the antidumping duty administrative review on narrow woven ribbons with woven selvedge from China (A-570-952) (here). Commerce found the company under review, Yama Ribbons Co., Ltd., had no shipments of subject merchandise to the U.S. during the period of review. As such, Yama's AD cash deposit rate will remain at the rate set for the company in the most recent prior administrative review completed for the company.
The Commerce Department is amending cash deposit rates set in its most recent antidumping duty administrative review on small diameter graphite electrodes from China (A-570-929) (here).
