Commerce found the only company remaining under review -- Jizhou City Huayang Chemical Co., Ltd. -- did not demonstrate independence from state control, assigning it the China-wide AD duty rate of 453.79%. Commerce will assess AD duties at this rate on subject merchandise from Huayang Chemical entered between March 1, 2015, and Feb. 29, 2016. A 453.79% AD duty cash deposit rate for Huayang Chemical takes effect Oct. 12.
