The Commerce Department issued its final determination in the countervailing duty investigation on tool chests and cabinets from China (C-570-057).
The Commerce Department issued the final results of the antidumping duty administrative review on seamless refined copper pipe and tube from China (A-570-964). Commerce found all five exporters remaining under review -- China Hailiang Metal Trading, Shanghai Hailiang Metal Trading Limited, Hong Kong Hailiang Metal Trading Limited, Shanghai Hailiang Copper Co., Ltd., and Zhejiang Hailiang Co., Ltd. -- did not demonstrate independence from state control, assigning them China-wide AD duty rate of 60.85%. Commerce will assess AD duties at this rate on subject merchandise exported by these five companies and entered between Nov. 1, 2015, and Oct. 31, 2016. A 60.85% AD duty cash deposit rate takes effect Nov. 20 for subject merchandise exported by each of these five companies.
The Commerce Department issued the final results of the antidumping duty administrative review on narrow woven ribbons with woven selvedge from China (A-570-952). Commerce found that both companies under review -- Huzhou Kingdom Coating Industry Co., Ltd. and Huzhou Unifull Label Fabric Co., Ltd. -- did not demonstrate independence from state control, assigning them the China-wide AD duty rate of 247.26%. Commerce will assess AD duties at this rate on subject merchandise from these two companies entered Sept. 1, 2015, though Aug. 31, 2016. A 247.26% AD duty cash deposit rate for Huzhou Kingdom and Huzhou Unifull takes effect Nov. 17.
The Commerce Department issued the final results of the antidumping duty administrative review on steel wire garment hangers from China (A-570-918). Commerce calculated an AD rate of 5.02% for Shanghai Wells Hanger Co., Ltd., and its affiliate Hong Kong Wells Ltd. Commerce will assess AD duties at importer-specific rates on subject merchandise from Shanghai Wells and Hong Kong Wells entered Oct. 1, 2015, through Sept. 30, 2016. A 5.02% AD duty cash deposit rate for Shanghai Wells and Hong Kong Wells takes effect Nov. 17.
The Commerce Department issued its final affirmative countervailing duty determination on hardwood plywood products from China (C-570-052). Commerce reversed its finding of critical circumstances for many exporters, and will refund CV duty cash deposits collected on imports of subject merchandise from these companies entered prior to April 25, 2017.
The Commerce Department issued its final determination in the antidumping duty investigation on hardwood plywood products from China (A-570-051). Cash deposit rates set in this final determination take effect Nov. 16.
The Commerce Department announced its final affirmative determinations in its antidumping and countervailing duty investigations of hardwood plywood products from China, in a fact sheet released on Nov. 13. The agency set AD duty rates at 183.36% for all Chinese exporters, and CV duty rates of 22.98% to 194.9%. The next step is the International Trade Commission’s final injury determination, currently scheduled for Dec. 21. If the ITC finds injury, Commerce will make duties permanent by issuing AD and CV duty orders. Countervailing duty cash deposit requirements have expired, and will only take effect again if the International Trade Commission finds injury and Commerce issues a CV duty order. International Trade Today will have more details on these final determinations when they take effect upon publication in the Federal Register.
