The Commerce Department issued its final determination in the antidumping duty investigation on quartz surface products from China (A-570-084). Cash deposit rates set in this final determination, as well as an expansion of the scope to cover more glass surface products, take effect May 23.
The Commerce Department issued the final results of the antidumping duty administrative review on magnesia carbon bricks from China (A-570-954). Commerce found all three companies and their affiliates did not have any shipments to the U.S. during the period of review, so their AD duty rates will not change. These three companies are: Fedmet; Fengchi Imp. and Exp. Co., Ltd. of Haicheng City, Fengchi Mining Co., Ltd. of Haicheng City, and Fengchi Refractories Co., of Haicheng City (collectively, Fengchi); and RHI Refractories Liaoning Co., Ltd. Any entries under their case numbers during the period Sept. 1, 2016, through Aug. 31, 2017, will be assessed AD duties at the 236% China-wide rate.

Suspension of liquidation is currently not in effect for entries on or after Jan. 2, 2019, and Commerce will only require cash deposits of estimated CV duties on future entries if it issues a CV duty order.

The Commerce Department made a preliminary affirmative antidumping determination that steel wheels 12 to 16.5 inches in diameter from China (A-570-090) is being sold in the U.S. at less than fair value. Commerce found "critical circumstances" for all Chinese companies, and will retroactively suspend liquidation and impose AD duty cash deposit requirements for all subject merchandise as of Jan. 22, 2019.
The Commerce Department issued the final results of the antidumping duty administrative review on uncovered innerspring units from China (A-570-928). Commerce found Foshan Nanhai Jolyspring (Foshan Nanhai) did not demonstrate independence from state control, assigning it the China-wide AD duty rate of 234.51%. Commerce will assess AD duties at this rate on subject merchandise of Chinese origin from Foshan Nanhai entered between Feb. 1, 2017, and Jan. 31, 2018. A 234.51% AD duty cash deposit rate for Chinese-origin merchandise from Foshan Nanhai takes effect April 18.
