Thailand last month eliminated import duties and reduced its excise tax for wine, USDA’s Foreign Agricultural Service said in a March 5 report. The change allows U.S. wine exports to enter Thailand duty free as of Feb. 23, which is expected to reduce the Thai retail price of American wine by about 35%-40%, USDA said. The agency said Thailand imported $132 million worth of wine in 2023, and 8% came from the U.S.

The Commerce Department has published the preliminary results of its antidumping duty administrative review on circular welded carbon steel pipes and tubes from Thailand (A-549-502). In the final results of this review, Commerce may set assessment rates for subject merchandise from mandatory respondent Saha Thai Steel Pipe Public Co., Ltd. and Thai Premium Pipe Co., Ltd., the two mandatory respondents, entered March 1, 2022, through Feb. 28, 2023.

House Republican conservatives introduced a bill to restrict outbound investment in Chinese tech companies, require the administration to impose sanctions "on entities knowingly engaging in a pattern of theft of American IP," and impose sanctions on "Chinese officials and entities until they have stopped the flow of deadly fentanyl, and we’ve determined that fentanyl overdoses/deaths have dropped by 98%." It also said the administration must sanction "Chinese apps that steal U.S. citizens’ data and protect personal health data from China."
The Commerce Department began administrative reviews for certain firms subject to antidumping and countervailing duty orders with January anniversary dates, it said in a notice. Producers and exporters subject to any of these administrative reviews on China must submit their separate rate certifications or applications by April 4 in order to avoid being assigned high China-wide rates.
House Republican conservatives want to end Permanent Normal Trade Relations with China and have introduced a bill that urges the U.S. trade representative to negotiate free trade agreements with Taiwan, the Philippines, Indonesia, Thailand, Malaysia, New Zealand, and the U.K. so that importers can have alternatives to Chinese suppliers at a lower cost.
The Court of International Trade on March 1 rejected importer Diamond Tools Technology's request for attorney fees in its suit challenging CBP's finding that the company evaded the antidumping duty order on diamond sawblades from China. Judge Timothy Reif said that since the case presented two issues of "first impression," the government's position was "substantially justified."
