The Commerce Department and the International Trade Commission began five-year sunset reviews of the the antidumping and countervailing duty orders on circular welded carbon-quality steel pipe from China (A-570-910/C-570-911); glycine from India (A-533-833/C-533-834); and laminated woven sacks from Vietnam (A-552-823/C-552-824). It also will consider revoking the AD orders on glycine from Japan (A-588-878) and Thailand (A-549-837) and silicomanganese from India (A-533-823) and Kazakhstan (A-834-807), as well as the CVD orders on glycine from China (C-570-081) and Venezuela (C-307-820), Commerce said in a notice May 1.

The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on epoxy resins from China, India, South Korea, Taiwan and Thailand (A-570-166, A-533-926, A-580-919, A-583-876, A-549-850), as well as its countervailing duty investigations on epoxy resins from China, India, South Korea and Taiwan (C-570-167, C-533-927, C-580-920, C-583-877). The CVD investigations cover entries for the calendar year 2023. The AD investigations on India, South Korea, Taiwan and Thailand cover entries April 1, 2023, through March 31, 2024, and the AD investigation on China covers entries Oct. 1, 2023, through March 31, 2024.

Thai exporter Sahamitr Pressure Container is challenging the Commerce Department's decision to reclassify certain cylinders as outside the scope of the antidumping duty order on steel propane cylinders from Thailand as part of its model match methodology. In its complaint, filed at the Court of International Trade April 24, Sahamitr also challenged Commerce's use of the Cohen's d test to detect "masked" dumping in the 2021-22 review of the AD order (Sahamitr Pressure Container v. U.S., CIT # 24-00064).

In its annual report on how foreign countries honor intellectual property protections, the Office of the U.S. Trade Representative said Argentina, China, India, Indonesia, Chile, Russia and Venezuela still belong on the list of the worst offenders. Ukraine, which had once been in that group, is not being evaluated because of its invasion by Russia.
