CBP is accepting applications for senior roles in the Office of International Trade, the agency said in a CSMS message (here). Specifically, the agency is looking for executive directors for the Automated Commercial Environment Business Office and Regulations and Rulings, it said. Those positions are now filled with acting officials after Brenda Smith, now assistant commissioner, Office of International Trade and Sandra Bell, now deputy assistant commissioner, were promoted (see 14100714). Debbie Augustin is the acting head of the ACE Business Office and Glen Vereb is the acting leader of Regulations and Rulings (see 14100714).
CBP has plans to start at least six more Participating Government Agency pilot programs in 2015 to test interoperability with the Automated Commercial Environment, according to an agency schedule for the pilots (here). Previously announced pilots set to begin in 2015 are an Environmental Protection Agency test for Notices of Arrival for pesticides and National Highway Traffic Safety Administration declaration, it said. The coming addition of the Automated Commercial Environment eBond system may delay the processing of some continuous bond requests, said CBP in a CSMS message. New continuous bond requests after Dec. 29 may not be processed until Jan. 5, it said. Due to the system changeover to eBond, CBP will be unable to process any new continuous bonds on Jan. 2, it said. "The Bond Team will attempt to process all continuous bonds submitted prior" to Jan. 2, but if it can't, they will be input on Jan. 5 or later, the agency said. The eBond system will go in place on Jan. 3 (see 1411260026).
CBP and the Food and Drug Administration created a joint Federal Destruction and Redelivery Team (Team FDR) to handle shipments refused by the FDA, said the CBP Los Angeles Field Office in a public bulletin. The field office is updating the process for exporting and destroying such shipments based on the new Team FDR, effective immediately, it said.

A Nebraska-based importer is recalling 44,372 pounds of frozen pork belly it imported from Ireland, after failing to present it for Food Safety and Inspection Service inspection at the border, said FSIS on Dec. 4 (here). The “failure-to-present” was discovered during a routine review using the Automated Commercial Environment, said FSIS. Failures-to-present result in automatic FSIS recalls, said the agency.
