CBP will move the "blanket declarations" functionality from the legacy ACE Portal to the modernized ACE Portal on Dec. 9, the agency said. The announcement, in a CSMS message on Nov. 21, said that users won't be able to use the legacy portal to "create, manage, and view declarations" after the deployment of new functionality. CBP previously said that blanket declarations would be part of phase 3 of their deployment of the modernized portal (see 2212140055).

The Commercial Customs Operations Advisory Committee (COAC) for CBP will next meet Dec. 13 remotely and in Washington, D.C., CBP said in a notice. Comments are due in writing by Dec. 8.

Uyghur Forced Labor Prevention Act detention notices will be available in the ACE certification environment on Nov. 15, CBP said in a CSMS message. CBP had delayed deployment of the automated UFLPA detention process until January in August (see 2308300043). The enhancement is designed to give importers the "ability to view, search, and respond to CBP Form 6051D using the ACE Forms application accessible through the ACE Secure Data Portal,” CBP said (see 2304210072).
CBP released an updated version of the "ACE Tips for Filing EPA Hydrofluorocarbons (HFCs)" guide, it announced in a CSMS message Nov. 14. The document provides an "overview of the program and tips for filing that can help clarify what is filed when and avoid potential filing errors," the message said.
CBP will be deploying a new capability in ACE that will “automate the enforcement” of Section 321 requirements for low value shipments, the agency said in an updated ACE deployment schedule released Nov. 14.

CBP created Harmonized System Update (HSU) 2313 on Nov. 7, containing 32 ABI records and 10 Harmonized Tariff Schedule records. This update includes modifications to HTS records including the rates for pecans and Christmas trees that were recently implemented in ACE production following Collections Release 7 deployment, CBP said in a CSMS message.
