The shorter time frame for filing type 86 entries announced by CBP Jan. 12 is likely intended to allow the agency to target de minimis shipments in advance and give it more time to complete its targeting processes, said customs brokers asked about the policy change.

Partner government agency items will be part of the ACE production deployment on Jan. 16, CBP said in a CSMS message Jan. 11. The deployment will include EPA's hydrofluorocarbons message set, as well as a new business rule for northern red snapper under the Seafood Import Monitoring Program announced in November (see 2311290046).
The government is considering adding seafood to its list of priority enforcement targets, joining cotton, polysilicon and tomatoes, according to testimony at a House Homeland Security Subcommittee on Oversight hearing.
An importer's entries are subject to Section 232 tariffs because the vessel arrival date transmitted in ACE by the ship's captain came after the tariffs took effect on June 1, 2018, despite the importer's claim -- backed by different documentation -- that the goods actually arrived in port and had a date of entry prior to that date, CBP said in a recent ruling.
The Consumer Product Safety Commission hopes to finalize regulations for its “eFiling” partner government agency (PGA) message set in ACE “by the end of calendar year 2024,” the commission said in an “eFiling Implementation Newsletter” from late December.

CBP will on Feb. 15 begin deactivating some Section 232 exclusions when they reach 95% of capacity, addressing concerns in a recent Government Accountability Office report that duties were going unpaid because the agency was letting importers exceed their exclusion limits (see 2307210064).
DHS published its fall 2023 regulatory agenda for CBP with only one new trade-related action mentioned. The department listed a new proposed rule that could mandate electronic export manifest for all cargo leaving the U.S. by rail.
CBP released its "hold" on EU steel and aluminum quotas Jan. 2, with quota limits remaining unchanged from the levels set for 2023, CBP said in a CSMS message Jan. 3. That same day CBP posted updated quota bulletins for steel and for aluminum. The "STX" steel extended exclusions for 2024 announced by the Commerce Department are available in ACE starting Jan. 4, CBP said.
