Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

CBP Updates DIS Test Ahead of ACE Transition

CBP will open up its test for the Document Image System to "anyone transmitting cargo release or entry summary information to" the Automated Commercial Environment, the agency said in a notice (here). As of the effective date, Oct. 15, CBP will also expand the forms that are supported in the DIS, it said. CBP will also announce additions of DIS-eligible forms in CSMS message, rather than through Federal Register notices, and will maintain a list of eligible forms on its website (here). The changes are among CBP's preparations for the planned transition to ACE (see 1509300020).

Google, Telecom Groups Support Changes to FCC Import Requirements

The Federal Communications Commission should be careful not to add new regulatory requirements if it eliminates use of FCC Form 740, the Telecommunications Industry Association said in comments to the FCC (here) on the agency's proposal to revise import requirements, among other things (see 1508110024). "Simply eliminating Form 740 will not achieve the FCC’s goal" to reduce administrative burdens "if the proposal simply shifts the obligation to importers to provide the same data elements to CBP," the trade group said. TIA and other filers, including Google and the CEA, offered general support for the end of Form 740, while seeking various tweaks to the FCC's proposal.

CBP Interim Rule Lays Out Formal Plans for ACE Adoption, ACS Phase-Out

CBP spelled out its plans for shutting down the Automated Commercial System and requiring the Automated Commercial Environment for electronic filing in an interim final rule (here), as expected (see 1509300020). The interim rule explains that ACE will be an authorized Electronic Data Interchange system as of Nov. 1 and that CBP will phase out ACS as an authorized EDI. CBP will also end pilot programs and adjust its regulations as part of the change to ACE, it said. Comments are due Nov. 12.
