The International Trade Administration has issued a fact sheet announcing its affirmative preliminary determination in the countervailing duty investigation of high pressure steel cylinders from China (C-570-978). As a result of this preliminary determination, the ITA will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on the preliminary CV margin of 22.34% for mandatory respondent Beijing Tianhai Industry Co., Ltd. and all other Chinese producers/exporters. The ITA's final CV determination is due in February 2012 and the final International Trade Commission injury determination is due in April 2012.

The International Trade Commission states it has received a patent complaint filed on behalf of Westinghouse Solar Inc., which alleges violations of Section 337 of the Tariff Act of 1930 in the importation into the U.S., the sale for importation, and the sale within the U.S. after importation of certain integrated solar systems and components thereof. The complaint names as respondents Zep Solar, Inc. of CA; Canadian Solar Inc. of Canada; and Canadian Solar (USA) Inc. of CA.

The International Trade Administration has issued the preliminary results of an antidumping duty administrative review on crawfish tail meat from China (A-570-848) for Xiping Opeck Food Co., Ltd. and China Kingdom (Beijing) Import & Export Co., Ltd. The ITA preliminarily finds an AD margin of 0.00% for Xiping Opeck and 18.87% for China Kingdom. These preliminary results are not in effect. They may change in the final results and become the estimated AD cash deposit rates for these firms.

The International Trade Commission has voted to institute a section 337 patent-based investigation of certain devices for mobile data communication (337-TA-809). The products at issue are tablet computers, and smartphones. The investigation is based on a complaint filed by Openwave Systems, Inc., Redwood City, CA on August 31, 2011.
