The Commerce Department initiated an antidumping duty new shipper review on tapered roller bearings from China (A-570-601) at the request of Tainai Bearing Co., Ltd. Commerce will determine whether Tainai is eligible for estimated AD cash deposit rate other than the China-wide entity rate it currently receives. Commerce will instruct CBP to allow, at the option of the importer, the posting of a bond or security, in lieu of an AD cash deposit, for entries of the subject merchandise both produced and exported by Tainai, until completion of the review.

The Commerce Department issued Federal Register notices on its recently initiated antidumping investigations on oil country tubular goods from India, South Korea, Philippines, Saudi Arabia, Taiwan, Thailand, Turkey, Ukraine, and Vietnam (A-533-857, A-580-870, A-565-802, A-517-804, A-583-850, A-549-832, A-489-816, A-823-815, A-552-817) and countervailing duty investigations on oil country tubular goods from India and Turkey (C-533-858, C-489-817). The agency will determine whether imports of oil country tubular goods from these countries are being, or are likely to be, sold in the U.S. at less than fair value, and whether imports from these countries are being illegally subsidized.

The International Trade Commission is asking for comments by Aug. 2 on public interest factors raised by ResMed’s Section 337 patent complaint on sleep-disordered breathing treatment devices. The July 19 complaint is ResMed’s second in the span of three months on the devices, which are used in the treatment of obstructive sleep apnea by delivering pressurized air to the user to keep that user’s breathing passages open during sleep (see 13072308). This one alleges violations by BMC Medical of China and its U.S. affiliates 3B Medical and 3B Products. ResMed is requesting limited exclusion and cease and desist orders barring imports by the companies.
The International Trade Commission launched an investigation July 23 to determine whether imports of GoerTek’s silicon microphone packages are violating Section 337 by infringing Knowles Electronics’ patents. The microphones packages are used in consumer electronic products like cellphones, notebooks, headsets, and digital cameras made by companies such as Samsung, Apple, Motorola and HTC. Knowles requested the investigation on June 21, alleging that GoerTek is manufacturing and importing into the U.S. silicon microphone packages that infringe its patents related to a micro-electric-mechanic system (MEMS) microphone die encased within a surface-mountable package. Knowles is requesting limited exclusion and cease and desist orders against the following respondents:
