The Commerce Department and the International Trade Commission began the five-year Sunset Review of the antidumping duty orders on polyethylene terephthalate (PET) film from Brazil (A-351-851), China (A-570-924), and the United Arab Emirates (A-520-803); the AD duty orders on lightweight thermal paper from Germany (A-428-840) and China (A-570-920); and the countervailing duty order on lightweight thermal paper from China (C-570-921).
The Commerce Department initiated an antidumping duty new shipper review on frozen fish fillets from Vietnam (A-522-801) at the request of Thanh Hung Co., Ltd. for merchandise it produces and exports to the U.S. Commerce will determine if the company, which does business as Thanh Hung Frozen Seafood Processing Import Export Co., is eligible for an estimated AD cash deposit rate other than the non-market economy-wide entity rate it currently receives.
The Commerce Department issued Federal Register notices on its recently initiated antidumping investigation on chlorinated isocyanurates from Japan (A-588-870), and its countervailing duty investigation on chlorinated isocyanurates from China (C-570-991). The agency will determine whether imports of the subject merchandise from Japan are being sold in the U.S. at less than fair value, and whether imports from China are being illegally subsidized.
The Commerce Department is asking for comments on its withdrawal of regulations on “targeted dumping,” after the Court of International Trade in June 2013 found that withdrawal to be illegal. Commerce had decided to stop applying its “limiting rule” in antidumping proceedings in 2008. But in June 2013, the Court of International Trade found the agency didn’t allow for a notice and comment period, as required, and said the old regulations remain in effect. In response, Commerce is now issuing a proposed rule that would continue not to apply the former targeted dumping rule, and is asking for comments on the issue by Oct. 31.

The International Trade Commission said it received a complaint about Garmin, Navico and Raymarine GPS navigation and display system, radar systems and related software (DN 2983), filed by Furuno Electric Co., Ltd. and Furuno U.S.A. Inc. on Sept. 23. A Federal Register notice scheduled for Sept. 30 seeks comment on any public interest issues raised by the complaint.

The Commerce Department is beginning antidumping duty investigations on steel concrete reinforcing bar from Mexico and Turkey and a countervailing duty investigation on the merchandise from Turkey, according to a Sept. 25 fact sheet released by the agency. The Rebar Trade Action Coalition, which includes domestic manufacturers Byer Steel Corporation; Cascade Steel Rolling Mills, Inc.; Commercial Metals Company; Gerdau Ameristeel US Inc.; and Nucor Corporation, requested the investigation, alleging that producers in Mexico and Turkey are underselling rebar in the U.S., and producers in Turkey are also benefiting from illegal subsidization.
