Response code 503 is a fatal error for when the license code or license exemption code is missing, Census said. The agency noted that a license code must be reported on every shipment and can be found in Appendix F of the License and License Exemption Type Codes and Reporting Guidelines. The filer should verify the code, correct the shipment and resubmit.
