United Church of Christ Challenges Prison-Calling Revisions at DC Circuit
The United Church of Christ's Media Justice Ministry asked the U.S. Court of Appeals for the D.C. Circuit to review the FCC’s recent controversial changes to rules for incarcerated people's communications services, which commissioners approved 2-1 in October (see 2510280045). UCC seeks review on the grounds that the latest order is “arbitrary, capricious, an abuse of discretion, and otherwise contrary to law within the meaning of the Administrative Procedure Act.”

Direct Action for Rights and Equality last week asked the 1st Circuit to review the order (see 2512150033), and the Pennsylvania Prison Society appealed in the 3rd Circuit (see 2512120010). Given that the 1st Circuit is already considering a challenge to the original prison-calling order, approved in 2024, UCC said it wouldn’t object to having the case heard there, should the D.C. Circuit be picked through a lottery to hear the case.
