The plain language of the AD order was dispositive, it said. The order covers “aluminum lithographic printing plates” that consist “of a flat substrate containing at least 90 percent aluminum,” the department said. On the other hand, Miraclon’s products didn’t contain any aluminum, it said.

It noted the order’s petitioner, Eastman Kodak Company, agreed that the products weren’t covered by the order.
