CBP Provides Guidance on Duty Offset for Imports of Automobile Parts
CBP has provided guidance on how to offset duties or claim an import adjustment for imports of automobile parts via an Oct. 31 cargo systems message.

According to the agency, the import adjustment offset may only be claimed by importers of record that have been granted an import adjustment offset by the Commerce Department and only up to the amount granted by the Commerce Department.
CBP also said that importers filing auto parts Chapter 99 with the offset license number are not subject to Section 232 aluminum, steel, copper or wood, International Emergency Economic Powers Act, reciprocal, Canada, Mexico, Brazil or Russian Oil/India tariffs. For the reciprocal, Brazil, and Russian Oil/India tariffs, CBP advised the trade community to file the corresponding Chapter 99 exemption for Section 232 measures for each of these remedies.
Importers may submit a post-summary correction using the entry filing instructions outlined in the Oct. 31 CSMS message to claim the import adjustment offset and request a refund of any Section 232 automobile parts duties paid on previous entry summaries.
The agency also said it updated the ACE Entry Summary Create/Update CATAIR (v108) and the ACE Error Dictionary CATAIR (v44) for implementing the new requirements to submit offset license numbers.
