CBP Developing ACE Tool to Report 232 Value Content, Non-US Content for IEEPA Imports

CBP will add a new ACE Entry Summary record for reporting either the value content for aluminum, steel and copper imports or the non-U.S. content for imports subject to the duties levied under the International Emergency Economic Powers Act, according to CBP's Development and Deployment Schedule for October. The agency began working on this enhancement this month, according to the schedule, which was announced via an Oct. 23 cargo systems message.

CBP is also working on other ACE updates, including one to address the "long-term implementation" of the "automobile part import duty offset." This functionality, which CBP began developing in September, "will enable ACE to collect the approved 'import adjustment offset amount' license information and decrement against the granted license amount," CBP said. It directed readers to review Proclamation 10925 and the related procedural guidance published in a June Federal Register notice for more information.

Lastly, CBP changed the target deployment date from Nov. 8 to "TBD" for a functionality that would use "global interoperability standards," including "decentralized identifiers and verifiable credentials," to trace crude oil imports from point of origin to arrival in the U.S. This functionality, which CBP began developing in October 2024, began as a pilot with a small set of participants, CBP said.
