OFAC Sanctions 2 Haitians for Gang Ties
The Office of Foreign Assets Control sanctioned two individuals Oct. 17 for their affiliation with Viv Ansanm, a Haitian gang coalition that the agency said “contributes to the violence and instability within Haiti.”

OFAC said former Haitian police officer Dimitri Herard has provided firearms and training to gang leaders. His support “directly backs the Viv Ansanm’s coordinated attacks against state institutions.”
Also sanctioned was Kempes Sanon, leader of the Bel Air gang, one of the constituent gangs in the Viv Ansanm alliance. “Sanon and his gang have been involved in indiscriminate civilian killings, extortion, illicit taxation, and kidnappings in Haiti,” OFAC said.
The U.S. designated Viv Ansanm as a Foreign Terrorist Organization and a Specially Designated Global Terrorist in May (see 2505020026).
